Can The Early Retirement Incentive Program (ERIP) and the “Letter of Agreement” Survive the Hurdles?

The Coalition of City Unions, which represent about 22,000 civilian employees, have ratified an “agreement” which could authorize a two-year pay freeze and an early retirement to avoid layoffs and furloughs. According to the LA Times, the ERIP and Coalition “Letter of Agreement” have run into problems and there has been private speculation that the “agreement” may not pass muster through the City Council because of alleged fiscal shortcomings. LA CITY EMPLOYEES TO VOTE ON CONTRACT AMENDMENTS

The Coalition of City Unions, which comprises of approximately 22,000 City employees, will be voting, within the 10 days, on whether to extend their contracts for two years without cost of living adjustments or raises. The contract amendments will also include an Early Retirement Incentive Program (ERIP) for qualified employees with a target of 2,400 participating employees. This is in response to the City’s proposal for layoffs and mandatory furloughs as a way of addressing a city-wide fiscal emergency, that has been declared by the City Council.
The following LA City bargaining units will be voting on whether to so amend their contracts: 2, 3, 4, 6, 7, 9, 10, 11, 12, 13, 14, 15, 16, 18, 29, 34, 36, 37.

Many questions have been asked in regards to the details of the 10 page document and this section will post questions, blogs, opinions, answers and debate as to the contents and consequences of ratification or non-ratification by the affected members/voters.

The progress and problems of the newly opened-up 721 Governance Committee. This Committee is charged with composing the Constitution and By-laws of SEIU local 721. Is this committee fulfilling it’s purpose so far? What’s your opinion on this committee and it’s current direction?

Currently different regions of Local 721 pay their union dues at a different percentage rate or at a flat rate. The issue will most likely be addressed by the proposed Constitution and By-laws, which will eventually be ratified by the members of Local 721.
